Hi, Matthew! It's difficult to say without seeing and hearing you sing. I'd ask a few questions: how hydrated are you? Is it scratchy all the time, or just sometimes? Are there exercises you can do to alleviate that scratchy sound/feeling? Here's a warmup routine to help you exercise your voice gently and prepare to sing, and here's an article on vocal health & preventing injury.
