How do you neutralize the larynx? And should you neutralize the larynx when singing high or belting (how would you do that)? I always feel that when I sing high, my larynx is going wayyy to high to the point it's uncomfortable. Any tips?

Hi, Kianna! See here for a lesson on neutralizing the larynx, and here for a lesson on larynx control.

You can sing with a high larynx (especially for pop styles and sometimes for a belt style) - but if it's uncomfortable, that's a sign that it's too high and/or other muscles are getting involved! Try singing on a "dopey" MUHM or BUHB first to retrain the larynx from rising for high notes. Then, when you feel stable, return to the lyrics - but try to keep that UH feeling in the throat!
