Is Lewis Capldi using vocal fry throughout almost the entire song of Before You Go? Or is it a different technique when it is used so extensively? He uses a similar technique in the chorus of  Someone You Loved. Also, what is a good way to practice singing like that?

Great question, Gabby! To my ear, it sounds a bit like he's squeezing/pressing his vocal folds together to create that gritty sound, particularly on higher pitches. What I don't know is whether that's a natural component of his voice or an unhealthy habit (that sounds cool).
